International migrants compose more than three percent of the world’s population, and internal migrants—those migrating within countries—are more than triple that number. Population migration has long been, and remains today, one of the central demographic shifts shaping the world around us. Para isso, foram analisadas as decisões proferidas em sede de controle concentrado de constitucionalidade, emanadas desde a promulgação da Constituição Federal de 1988 até 11 de março de 2021, período que abrange, respectivamente, a implementação, pelo poder constituinte originário, das políticas de saúde pública sob o fundamento do federalismo cooperativo e um ano após a declaração da pandemia de covid-19 pela Organização Mundial de Saúde.
