The key to development lies in the constant discovery of new combinations of production factors, spurred by technological innovations and progress. In 2000, global development had increased the Gross Global Product sevenfold since 1950. The average living standard of the world’s population improved rapidly. But at the same time, global poverty levels rose as well. The number of people living below the poverty line grew to 2.25 billion out of the world’s total population of 4 billion by the end of the 20th century. It was felt that economic development was leading to a sharp social decline; development scholars worried that social development to improve people’s welfare was being neglected.
