Pursuit of price stability may, but need not, exacerbate output fluctuations. This paper discusses the monetary strategy of the European Central Bank, the intermediate targets that this should entail, and implications for accountability, transparency, and reputation. Country-specific shocks will remain but output correlation may not reflect the old pattern of core and peripheral countries. The Stability Pact will force some countries to switch off their automatic stabilizers; others, with fewer fiscal problems, can retain them. Output correlations in EMU may reflect a fiscal core and fiscal periphery. Additional labor market flexibility remains the best solution.

Abstract: Given that public spending will have a positive impact on GDP if the benefits exceed the marginal cost of public funds, the present paper deals with measuring costs and benefits of public spending. The paper discusses one cost seldom considered in the literature and in policy debates, namely, the volatility derived from additional public spending. The paper identifies a relationship between public spending volatility and consumption volatility, which implies a direct welfare loss to society. El objetivo de este trabajo es ofrecer un catálogo de toda la información epigráfica latina producida en Hispania durante época república, entre el s. III a.e. hasta el año 31 a.e. que marca el comienzo efectivo del reinado de Augusto. El autor ha optado por incluir todos los epígrafes latinos realizados en Hispania, no sólo las inscripciones grabadas sobre piedra o metal, también aquellas confeccionadas de forma mecánica mediante moldes o sellos. Otro aspecto a destacar ha sido la contextualización de los documentos, tanto en su contexto histórico-cultural inmediato, como dentro del panorama epigráfico peninsular, que es el objetivo de los comentarios que acompañan a cada una de la piezas. Esta obra es particularmente valiosa por las precisiones tipológicas que preceden al catálogo. Las primeras contextualizan el corpus y recogen notables conclusiones sobre el proceso de romanización peninsular.
