Wie lässt sich die unwahrscheinliche Institutionalisierung der Empirischen Bildungsforschung in Deutschland erklären? Aus Perspektive einer institutionalistischen Wissenschaftssoziologie beleuchtet Enno Aljets die Interdependenzen zwischen Wissenschaft und Politik. Er analysiert, wie sich in den 1990er Jahren ein Tauschgeschäft etablieren konnte, bei dem die Wissenschaft hohe Autonomie und umfangreiche Forschungsressourcen erhielt und der Politik im Gegenzug anwendbares „Steuerungswissen“ für eine „evidenzbasierte Bildungspolitik“ in Aussicht gestellt wurde. In der Folge entwickelten sich vielfältige Strukturdynamiken, die der Autor hinsichtlich ihrer Wechselwirkungen in verschiedenen Akteurkonstellationen untersucht. Erst diese analytische Rekonstruktion im Zeitverlauf verdeutlicht, wie sehr der rasche Aufstieg auch von kontingenten Bedingungen und transintentionalen Effekten abhängt.

The Bologna Process in Central and Eastern Europe

The Bologna Process opened a new chapter in the history of the European higher education. The idea of a common European Higher Education Area was developed in Western Europe and accelerated increasingly there in the second half of the 20th century, as a phenomenon of globalization. For the post-communist states in Eastern Europe the complete change of the political system made it possible to join the European Union and the Bologna Process. These changes had an impact not only on the educational policies but also on the educational system and the educational culture as well. This book shows the changes in the higher education of ten countries in Central and Eastern Europe. The country studies are supplemented with an international and a historical comparative analysis, to point out the special features of the implementation of the Bologna aims in the region.

Nadja Bieletzki explores how university presidents lead universities. She provides insights into the upper echelons of higher education management and focuses especially on university presidents in Germany. Special attention is given to the career background of university presidents and the way they conduct reform projects. Based on the results from semi-structured expert interviews and their qualitative analysis, the author shows that university presidents do not use all their formal power although their position has been strengthened by law. This can be explained by the collegial characteristics of universities, which drive and restrict presidential actions Nadja Bieletzki was awarded the Ulrich Teichler Prize for Excellent Dissertations 2016.

The book studies transformations of European universities in the context of globalization and Europeanization, the questioning of the foundations of the «Golden Age» of the Keynesian welfare state, public sector reforms, demographic changes, the massification and diversification of higher education, and the emergence of knowledge economies. Such phenomena as academic entrepreneurialism and diversified channels of knowledge exchange in European universities are linked to transformations of the state and changes in public sector services. The first, contextual part of the book studies the changing state/university relationships, and the second, empirically-informed part draws from several recent large-scale comparative European research projects.
