Who are those at the bottom of society? There has been much discussion in recent years, on both Left and Right, about the existence of an alleged 'underclass' in both Britain and the USA. It has been claimed this group lives outside the mainstream of society, is characterised by crime, suffers from long-term unemployment and single parenthood, and is alienated from its core values. In Underclass: A History of the Excluded, 1880-2000 John Welshman shows that there have always been concerns about an 'underclass', whether constructed as the 'social residuum' of the 1880s, the 'problem family' of the 1950s or the 'cycle of deprivation' of the 1970s. There are marked differences between these con...

Perspectives on Welfare

"Of the several discussions of the American poverty theorists I have read, this is easily the best. Anyone interested in that debate should begin here." - Professor Lawrence M. Mead, New York University "...a compelling guide to the ideas that have shaped and seek to re-shape welfare provision. This is a student text that teachers will want to read first." - Professor Robert Walker, University of Nottingham How do welfare benefits and services shape the attitudes, behaviour and character of claimants? Should entitlement be dependent upon good behaviour? What are the major intellectual influences upon current welfare reforms in the UK and the US? Is it possible to reform welfare in ways which...

In the UK, both Conservative and New Labour welfare strategies have been influenced by American policies. British welfare reform has continued in recent years, while American policies appear to have stagnated. What now are the lessons of British reform for America? The welfare we want? presents a detailed and unique comparison of welfare policies in the two countries. A team of international experts outlines, compares and contrasts the reform strategies pursued in each country and summarises the results to date. The editors argue that recent American reforms have failed to address key problems but that British ideas could refresh the American policy agenda. Moreover, both systems would gain from increased transatlantic policy dialogue.

Democratic Equality

Are the world's oldest democracies failing? For most of the past fifty years democratic governments made determined and successful efforts at overcoming the significant inequalities that are the by-product of a capitalist economy. During this period a new concept of democratic citizenship that added social and economic rights to the liberal legacy of political and civil liberties established roots in most North Atlantic democracies. Since the 1980s this notion of democratic citizenship has been challenged ideologically to such a degree that through either major modification or complete elimination of programs, equality as a fundamental democratic goal is disappearing in many nations - partic...

Focusing on the politicized mechanisms of welfare distribution in post-World War Two Britain, this study demonstrates how gender and race determined the quality and quantity of benefits received by Britons seeking state aid. Scholars of public policy, law, and political history will be interested by Noble’s findings and theoretical implications.

Women's Welfare, Women's Rights

There are a number of ways of approaching the study of social policy, the most common is perhaps the division by ‘service’. A different approach is by ‘group’. Another is first to isolate a concept – for example, social justice or equality – and then to relate it both to policies in a particular area and to particular groups. Originally published in 1983, Women's Welfare, Women's Rights opted explicitly for an amalgam of these strategies. The primary focus of this title is women as a group and most of the contributors, who work from a wide variety of disciplinary perspectives, take a particular policy area and try to see what is happening to women within it, concentrating chiefly on women’s experience in the family and in paid employment. At the time opportunities for reading about women and social policy were limited so this book was intended to be helpful in redressing the balance. Today it can be read in its historical context.

Welfare Reform and Political Theory

During the 1990s, both the United States and Britain shifted from entitlement to work-based systems for supporting their poor citizens. Much research has examined the implications of welfare reform for the economic well-being of the poor, but the new legislation also affects our view of democracy—and how it ought to function. By eliminating entitlement and setting behavioral conditions on aid, welfare reform challenges our understanding of citizenship, political equality, and the role of the state. In Welfare Reform and Political Theory, editors Lawrence Mead and Christopher Beem have assembled an accomplished list of political theorists, social policy experts, and legal scholars to addres...
