Climate and Energy Politics in Poland: Debating Carbon Dioxide and Shale Gas presents a new, object-oriented perspective on the challenge faced by Poland, the largest post-socialist EU member state from Central and Eastern Europe (CEE), to produce knowledge about its energy system in the context of climate change. Drawing on data from five different research projects and two hundred interviews, Lis reflects on how EU accession forced Poland to mobilize their resources and produce expertise on carbon dioxide and shale gas, in order to actively participate in the debates around EU climate change ambitions and goals. A significant lack of capacity and expert institutions made it difficult for Poland to quickly assess the impacts of EU legislation or to propose new solutions for itself, and it is precisely this struggle for knowledge production that will be examined during the course of the book. This book will be of great interest to students and scholars of energy and resource politics, climate change, EU environmental policy and CEE studies more broadly.

Hier setzt das Erasmus+-Projekt EffectVPL ("Effectiveness of VPL Policies und Programmes for Labour Market Inclusion and Mobility - Individual and Employer Perspectives", 2017-2019) an, dessen Ergebnisse in diesem Band vorgestellt werden. Ausgangspunkt des Projekts zum lebenslangen Lernen war die mangelhafte Anerkennung von Lernerfahrungen, die außerhalb institutioneller Kontexte gewonnen wurden. Im ersten Teil des Bandes werden die theoretischen Grundlagen vorgestellt, bevor die Autor:innen im zweiten Teil empirische Ergebnisse zu Untersuchungen in Polen, Dänemark, der Türkei und Deutschland präsentieren. Abschließend wurde ein Trainingsmodul entwickelt, das die Projektergebnisse für Lehrende in Europa aufbereitet.

In the opinion of the general public, universities and NGOs would be natural partners for effective collaboration in many fields. They are indeed, but mainly in theory. This book examines the reasons why this is the case and what possible models of cooperation and facilitated dialogue between institutions of higher education system and NGOs could transform this theoretically optimal union into practice. The authors start with Poland and analyse legal, cultural and socio-economic factors, which impact upon the current state of affairs. This paper examines the motives behind the EU-level activism of CEE trade unions, which are commonly regarded as weak actors. To this end, it studies lobbying and protest actions staged by Polish labour organizations in relation to proposals for the EU Emission Trading Scheme Directive and the EU Services Directive. The analysis confirms the salience of interest-based accounts of supranational union action, but it also shows that labour interests are context-specific, influenced by economic conditions and regulatory changes in particular market segments. In this regard, priority given by the unions to job preservation or the improvement of social standards has important implications for their positions; it also determines the selection of their allies at national and transnational levels.
