Live Fire Testing of the F-22
The Live Fire Test Law mandates realistic survivability and lethality testing of covered systems or programs. A provision of the law permits the Secretary of Defense to waive tests if live fire testing would be "unreasonably expensive and impractical." Though no waiver was requested before the F-22 program entered engineering and manufacturing development, the Defense Department later asked that Congress enact legislation to permit a waiver to be granted retroactively. Rather than enact such legislation, Congress requested a study to explore the pros and cons of full-scale, full-up testing for the F-22 aircraft program. The book discusses the origin of testing requirements, evaluates the practicality, affordability, and cost-benefit of live fire tests, and examines the role of testing, modeling, and data bases in vulnerability assessment.

Commercially significant amounts of crude oil and natural gas lie under the continental shelf of the United States. Advances in locating deposits, and improvements in drilling and recovery technology, have made it technically and economically feasible to extract these resources under harsh conditions. But extracting these offshore petroleum resources involves the possibility, however remote, of oil spills, with resulting damage to the ocean and the coastline ecosystems and risks to life and limb of those performing the extraction. The environmental consequences of an oil spill can be more severe underwater than on land because sea currents can quickly disperse the oil over a large area and, thus, cleanup can be problematic. Bolted connections are an integral feature of deep-water well operations. High-Performance Bolting Technology for Offshore Oil and Natural Gas Operations summarizes strategies for improving the reliability of fasteners used in offshore oil exploration equipment, as well as best practices from other industrial sectors. Bolting Reliability for Offshore Oil and Natural Gas Operations
The Planning Committee on Connector Reliability for Offshore Oil and Natural Gas Operations held the Workshop on Bolting Reliability for Offshore Oil and Natural Gas Operations in Washington, D.C., on April 10-11, 2017. The workshop was designed to advance and develop a comprehensive awareness of the outstanding issues associated with fastener material failures and equipment reliability issues. Speakers and participants were also encouraged to discuss possible paths for ameliorating risks associated with fasteners used for subsea critical equipment in oil and gas operations. This publication summarizes the presentations and discussions from the workshop.

Avoiding Surprise in an Era of Global Technology Advances
The global spread of science and technology expertise and the growing commercial access to advanced technologies with possible military application are creating potentially serious threats to the technological superiority underpinning U.S. military strength. Key to dealing with this situation is the ability of the U.S. intelligence community to be able to provide adequate and effective warning of evolving, critical technologies. To assist in performing this task, the Technology Warning Division of the Defense Intelligence Agency (DIA) asked the National Research Council (NRC) to undertake a study examining technology warning issues. This report provides the first part of that study. It presents an assessment of critical, evolving technologies; postulates ways potential adversaries could disrupt these technologies; and provides indicators for the intelligence community to determine if such methods are under development. The intention of this report is to establish the foundation for a long-term relationship with the technology warning community to support the examination of technology warning issues.

Meeting the Energy Needs of Future Warriors
The central characteristic of the evolution of the combat soldier in recent years is an increasingly sophisticated array of sensing, communications, and related electronics for use in battlefield situations. The most critical factor for maintaining this evolution will be the development of power supply systems capable of operating those electronics effectively for missions up to 72 hours long. To address the challenge, it is important that new approaches be sought on how to integrate and power these electronics. To assist in addressing this problem, the Army requested the National Research Council to review the state of the art and to recommend technologies that will support the rapid development of effective power systems for the future warrior. This report presents the results of that review. It provides an assessment of various technology options for different power level requirements, power system design, and soldier energy sinks. The report also describes future design concepts, focusing on low-power systems. Recommendations for technology development and system design are presented.
