Financing European Local Government

First Published in 1993. This is the second of two collections devoted to the question of local government in Europe. This volume deals with the financing of local (including, where applicable, state, provincial, and regional) governments in western Europe. The eight sections bring together an unusually large number of country studies in one volume: France, Germany, Great Britain, Italy, The Netherlands, four Nordic countries - Denmark, Finland, Norway, Sweden, - and Spain, as well as a comprehensive survey of grant systems in western Europe. The studies reflect the diversity of both the inherited finance systems and, despite a general trend of greater fiscal pressure in the 1980s, some diversity of the changes in the levels of financial discretion between countries.

The financial instability and its spillover to the real sector have become a great challenge to macro-economic theory. The book takes a Keynesian theoretical perspective, representing an attempt to revive what Keynes stressed in his General Theory, namely the role of the financial market in macroeconomic outcomes. Although this book is inspired and motivated by the Asian currency and financial crises in the years 1997-8 and the experiences of the currently evolving U.S. financial disruptions, it also focuses on reviving a modeling tradition that provides a theoretical framework that throws light on recent financial market episodes and disturbances and their macroeconomic effects. It brings t...

The New Governance of Welfare States in the United States and Europe

Until recently, studies of changes in the welfare state have tended to focus on transformations in the nature of social policies and their level of generosity. The New Governance of Welfare States in the United States and Europe concentrates on an often overlooked dimension: territorial and governance transformations. Employing detailed case studies and more than seventy-five interviews, Mariely López-Santana captures how a variety of postindustrial countries across both sides of the Atlantic have transformed the postwar organization of their labor market policy settings through decentralization, centralization, and delegation reforms. These changes have in turn changed the role of national and subnational levels of government, as well as nongovernmental actors, in the organization, management, and provision of labor market policies and services. López-Santana's multidisciplinary, comparative, and multilevel approach to welfare state change is an original and important step forward in our understanding of welfare reforms enacted since the mid-1990s.

Economic Incentives and Environmental Policies

This book contains a collection of papers on economic incentives and environmental policies which result from the authors' joint research work in the program `Environment, Science and Society', conducted under the auspices of the European Science Foundation, with whose cooperation the book has been published. The work concentrates on the scientific and methodological aspects of the development, implementation and evaluation of economic instruments at a national level. The research is both theoretical and empirical. At a theoretical level attention is given to the dynamics of instrument choice in various political and economic contexts, and to the means for evaluating economic instruments in terms of their effectiveness and efficiency. At an empirical level the research seeks to investigate the performance of economic instruments in reality and to explore options for new approaches on the interface between technology, economy and the environment. A subject index complements this first volume in the ESF `Environment, Science and Society' series.

Notwithstanding financial crises, global foreign exchange markets have undergone a tremendous growth during the last two decades. Foreign exchange (FX) is often thought of as a site where economic actors exchange currencies for buying foreign goods or selling goods in foreign countries, but the FX markets are better understood as financial spheres, dominated by speculative actors. A key question is how this huge global speculative sphere has developed, and what maintains it. Thus far, global currency markets have been largely neglected by the new approaches to finance, and until now no study has existed to chart the interplay of their structural evolution and their shape as knowledge spheres...
