The Great Smog of China
The Great Smog of China traces Chinese air pollution events dating back to more than 2,000 years ago. Based on the authors' fieldwork, interviews and text studies, the book offers a short and concise history of selected air pollution incidents that for varying reasons prompted different kinds of responses and forms of engagement in Chinese society. The three authors, from the disciplines of anthropology, China studies and political science, identify traceable incidents of smog and air pollution that have been communicated in different media and came to impact society in various ways. This also informs a discussion of what it takes to transform people's experiences of health and environmentally related risks of pollution into broader forms of socio-political agency.
Democratic and Authoritarian Political Systems in 21st Century World Society
What seemed unthinkable after the end of the Cold War and the triumph of liberalism has become reality today: the democratic world society of the 21st century is threatened by illiberal and autocratic political models. The state is no longer an instrument of a dominating stratum trying to control society. It must include individuals, produce valued outputs, know the complexity of society, and accept or deny the autonomy of other specialized function-systems. The authors analyze these political systems of a functionally differentiated world society and argue that they are completely novel because they incessantly adapt to the process of functional differentiation. To this end, they define structural core characteristics of modern policy, such as the political inclusion of everyone as a reaction to individualism; the complexity of polities arising from internal differentiation; and the increasing political decision-making handed to experts and autonomous organizations.

At the turn of the millennium, the disparities between rural and urban livelihoods, underdevelopment and administrative shortcomings in the Chinese countryside were increasingly seen as posing a manifest threat to social harmony and economic and political stability. At that time the term "three rural problems" (sannong wenti) was coined which defined the main issues of rural life that needed to be targeted by government action: agriculture (nongye), villages (nongcun) and farmers (nongmin). This monograph ties in the scholarly debate on Chinese village elections and their consequences for China’s political system. It draws on comparative fieldwork conducted in six villages in two counties in Jiangxi and Jilin Provinces and one district in Shenzhen between 2002 and 2005, producing data from some 140 in-depth interviews of villagers and local officials up to the prefectural level. The major objective of this book is as much a critical assessment of the research literature of Chinese village elections published over the last fifteen years as to sharpen the reader’s sight for the scope and limits of this important reform to generate regime legitimacy in the local state, an issue which has so far been neglected in the study of Chinese village elections. It hence contributes to our understanding of the nexus between political participation and cadre accountability at the grassroots, and highlights a number of factors ensuring the persistence of one-party rule in contemporary China.

The resilience of the Communist party-state, in combination with a rapidly expanding economy, represents a significant deviant case for the debate about models of development. This book focuses on the manner in which China's governmental system can be developed, formulated, implemented, adjusted, and revised. Policy-making is seen as an open ended process with an uncertain outcome, driven by conflicting interests, recurrent interactions, and continuous feedback, rather than determined by history, regime type, or institutions. Understanding Local Agency in China’s Policy Reform
This book challenges the common perception or assumption that greater state intervention and re-centralization will result in convergence towards a more equitable and inclusive growth model in China. Instead of asking whether local agency matters, this project examines the conditions and latitude of local agency under initial decentralization followed by increasing top-down re-centralization. The central argument is that in response to common policy directives and pressures from above, disparities in local growth strategies have interacted with political institutions in generating “embedded” sub-national welfare mix models, with varying articulations of state, market, community, and family in Chinese welfare production. The bottom-up feedback effects from these embedded models have somewhat offset growing top-down pressure for re-centralization, contributing to persistent sub-national variations. This author contributes to a growing literature of comparative political economy that seeks to examine the political and economic logics of social policy in non-western and authoritarian political systems.
