Vom 1.12.–3.12.2012 fand in Peking das vierte Forum des IFCCLGE statt, zu dem sich Experten aus 21 Ländern und den Vereinten Nationen zu Fragen der Straftheorie austauschten. Das Forum kam dabei zu dem Ergebnis, dass die Straftheorie die Menschenrechte in den Mittelpunkt stellen muss, da der Menschenrechtsschutz zu den dringlichsten Aufgaben des Staates gehört.
