Both high import payments for petroleum motor fuels and concerns regarding emissions of carbon dioxide (CO2) are motivating interest in possible fuel substitutes. Petroleum products derived from conventional crude oil constitute more than 50 percent of end-use energy deliveries in the United States and more than 95 percent of all energy used in the U.S. transportation sector. Almost 60 percent of liquid fuels are imported. Emissions from the consumption of petroleum account for 44 percent of the nation's CO2 emissions, with approximately 33 percent of national CO2 emissions resulting from transportation-fuel use. In this report, RAND researchers assess the potential future production levels, production costs, greenhouse gases, and other environmental implications of synthetic crude oil extracted from oil sands and fuels produced via coal liquefaction relative to conventional petroleum-based transportation fuels. The findings indicate the potential cost-competitiveness of these alternative fuels and the potential trade-offs that their deployment requires between economic and environmental considerations.

Presented in nontechnical terms, this book offers a unique and powerful conceptual framework for analysis of energy technologies (standard and alternative) in terms of their respective dollar costs, environmental costs, and national security costs. Energy technologies examined include coal, nuclear, oil, natural gas, solar, wind, geothermal, hydropower, biomass and biogas, energy conservation and efficiency, ocean power, hydrogen, electric power and transmission, and transportation. This three-point framework allows examination of issues and problems associated with implementation of U.S. energy policies in the context of major social goals (such as growth and equity), with treatment of conflicts and trade-offs between energy development and other social values (such as health and safety, cultural, historical, and aesthetic values). These are the key political issues for policy makers formulating national energy policy and decisions makers implementing it.
The FreedomCAR and Fuel Partnership is a collaborative effort among the Department of Energy (DOE), the U.S. Council for Automotive Research (USCAR), and five major energy companies to manage research that will enable the vision of a clean and sustainable transportation energy future. It envisions a transition from more efficient internal combustion engines (ICEs), to advanced ICE hybrid electric vehicles, and to enabling a private-sector decision by 2015 on hydrogen-fueled vehicle development. At the request of DOE, the NRC has undertaken an effort to provide biennial reviews of the progress of the research program. Phase I of that review was described in a book issued in 2005. This second book presents an assessment of the progress in the research program management areas as well as the responses of program management to recommendations provided in the Phase I report. Covered in this second book are major crosscutting issues; vehicle subsystems; hydrogen production, delivery, and dispensing; and an overall assessment of the program.
