O Código do Procedimento Administrativo de 2015 introduziu profundas alterações no Código anterior, de 1991-96. Os autores do presente livro fizeram parte da Comissão que elaborou o Projeto de revisão de 2015 e neste livro dão a conhecer aos leitores as razões e o conteúdo das inovações que foram introduzidas nessa revisão. Como o nome indica, esta obra, intitulada “Lições de Direito Administrativo”, destina-se especificamente aos alunos da licenciatura em Direito e reúne os sumários, mais ou menos desenvolvidos, das prelecções feitas nas aulas teóricas das cadeiras de Direito Administrativo I e II na Faculdade de Direito de Coimbra. Depois de uma introdução ao direito administrativo e à Administração Pública, nas suas várias dimensões, nela se abordam, no conjunto das matérias que são objecto de estudo no primeiro semestre, os problemas da vinculação da Administração ao Direito, incluindo a dogmática das relações jurídicas administrativas, bem como os aspectos funcionais e estruturais da organização administrativa, em especial do sistema português. A matéria preleccionada no segundo semestre corresponde ao estudo do regime jurídico da actividade administrativa, designadamente das formas principais que assumem as actuações jurídico-públicas da Administração: o regulamento, o acto e o contrato administrativo.
