Analyses political governance in post-genocide Rwanda, focusing on the rise of the Rwandan Patriotic Front (RPF). The Gacaca Courts, Post-Genocide Justice and Reconciliation in Rwanda
Since 2001, the Gacaca community courts have been the centrepiece of Rwanda's justice and reconciliation programme. Nearly every adult Rwandan has participated in the trials, principally by providing eyewitness testimony concerning genocide crimes. Lawyers are banned from any official involvement, an issue that has generated sustained criticism from human rights organisations and international scepticism regarding Gacaca's efficacy. Drawing on more than six years of fieldwork in Rwanda and nearly five hundred interviews with participants in trials, this in-depth ethnographic investigation of a complex transitional justice institution explores the ways in which Rwandans interpret Gacaca. Its conclusions provide indispensable insight into post-genocide justice and reconciliation, as well as the population's views on the future of Rwanda itself.
Motorbike People
In Motorbike People: Power and Politics on Rwandan Streets, Will Rollason examines the relationship between power and culture. Rollason looks at what social scientists gain—and lose—by abandoning the assumption that power is a universal feature of human social life. Through an ethnographic account of the lives and livelihoods of motorcycle taxi drivers in Kigali, Rwanda, Rollason depicts how forms of personhood can sit uneasily with conventional accounts of power relationships. From the motorcyclists’ everyday dealings with the police and each another to the regulation of their businesses at large and the Rwandan constitution, Rollason depicts the need for varied concepts of power. By allowing concepts of power to proliferate, the social sciences lose the political capacity to engage in questions of justice and make common cause with the oppressed, but gain the ability to rethink what it means to act politically and meet the challenges of a swiftly changing world. Overcoming Evil
Overcoming Evil describes the origins of genocide, violent conflict and terrorism, principles and practices of prevention, and avenues to reconciliation. Narrating and Teaching the Nation
The book investigates the politics of education in pre- and post-genocide Rwanda, examining the actors, interests, and discourses that have historically influenced educational policy and practice and in particular the production and revision of history curricula and textbooks.This study combines a systematic historical and comparative analysis of curricula and textbooks in Rwanda, stakeholder interviews, classroom observations, and a large-scale investigation of pupils' understandings of the country's history. Written at a crucial time of transition in Rwanda, it illuminates the role of education as a powerful means of socialisation through which dominant discourses and related belief systems have been transmitted to the younger generations, thus moulding the nation. It outlines emergent challenges and possibilities, urging a move away from the use of history teaching to disseminate a conveniently selective official history towards practices that promote critical thinking and reflect the heterogeneity characteristic of Rwanda's post-genocide society.
A Requiem for Peacebuilding?
This book assesses the claim that peacebuilding is a moribund international practice. Its contributors trace the origins of peacebuilding, bring back to memory its moments of triumph, and reflect on the reports of its decline. The story of peacebuilding parallels the broader story of liberalism’s rise and fall in world politics, including the attempt to remedy an ailing patient by administering a magic medicine – “the local turn”. Its contributors further write about what may come after peacebuilding as we still know it. They describe more locally rooted attempts at building peace and how they operate in the shadows of, and in an ambiguous relationship with, governmental and international peacebuilders. The book finally suggests that reports of the pending death of peacebuilding are probably premature. Peacebuilding is a resilient international practice, apt to adjust itself to a changing environment, and too important a source of legitimacy for those that wield power.
