An Annotated Sumerian Dictionary

Sumerian was the first language to be put into writing (ca. 3200–3100 BCE), and it is the language for which the cuneiform script was originally developed. Even after it was supplanted by Akkadian as the primary spoken language in ancient Mesopotamia, Sumerian continued to be used as a scholarly written language until the end of the first millennium BCE. This volume presents the first comprehensive English-language scholarly lexicon of Sumerian. This dictionary covers all the nuances of meaning for Sumerian terms found in historical inscriptions and literary, administrative, and lexical texts dating from about 2500 BCE to the first century BCE. The entries are organized by transcription an...

The great German mathematician David Hilbert’s creation, de facto, was—no, is—a theory of everything or world formula, even though he himself had little chance of fully realizing this. Even in physics, where we can now show that Hilbert’s fundamental equation covers both great theories, General Theory of Relativity and Quantum Theory, the time was not ripe for such a discovery, simply because the mathematical apparatus of Quantum Theory was not fully developed then. While Hilbert brought out his great work in 1915 and knew about the Einstein field equations at the time, the basic quantum equations such as the Schrödinger, Klein–Gordon, and Dirac equations would not follow before t...

Marpa Kagyu, Part One

A translation from Tibetan of an eighteenth-century compilation by one of Tibet's greatest Buddhist masters of practice texts of the Marpa Kagyu lineage of Tibetan Buddhism. The Treasury of Precious Instructions by Jamgön Kongtrul Lodrö Taye, one of Tibet’s greatest Buddhist masters, is a shining jewel of Tibetan literature, presenting essential teachings from the entire spectrum of practice lineages that existed in Tibet. In its eighteen volumes, Kongtrul brings together some of the most important texts on key topics of Buddhist thought and practice as well as authoring significant new sections of his own. The seventh volume of the series, Marpa Kagyu, is the first of four volumes that ...

Mathematics of Quantum Computing

This textbook presents the elementary aspects of quantum computing in a mathematical form. It is intended as core or supplementary reading for physicists, mathematicians, and computer scientists taking a first course on quantum computing. It starts by introducing the basic mathematics required for quantum mechanics, and then goes on to present, in detail, the notions of quantum mechanics, entanglement, quantum gates, and quantum algorithms, of which Shor's factorisation and Grover's search algorithm are discussed extensively. In addition, the algorithms for the Abelian Hidden Subgroup and Discrete Logarithm problems are presented and the latter is used to show how the Bitcoin digital signature may be compromised. It also addresses the problem of error correction as well as giving a detailed exposition of adiabatic quantum computing. The book contains around 140 exercises for the student, covering all of the topics treated, together with an appendix of solutions.

Botswana

This Technical Assistance Report presents an assessment of public investment management in Botswana. Botswana’s public investment has been consistently high for the past 25 years coupled with prudent fiscal policy and moderate debt at about 10 percent of GDP. Relatively high public investment spending has contributed to steady accumulation of capital stock—almost three times more per capita than peers and emerging market averages. More than 60 percent of investment is spent on economic affairs. While Botswana performed better than peer and emerging market averages up to 2010, more recently, indicators of infrastructure quality suggest significant bottlenecks, particularly in access to electricity supply and railways.
