Las Leyes 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas y 40/2015, de 1 de octubre, de Régimen Jurídico del Sector Público, determinan que el funcionamiento normal y exclusivo de las administraciones públicas españolas es el electrónico. Se contempla como uno de los principios generales de actuación de las administraciones públicas la interoperabilidad de los medios electrónicos y sistemas y la prestación conjunta de servicios a los ciudadanos.
