Weltweit werden an überlasteten Flughäfen Start- und Landezeiten (sogenannte Slots) vergeben. Die Slotvergabe ist für Airlines als Marktzugangsvoraussetzung von hoher wirtschaftlicher Bedeutung. Die für die Slotvergabe in der Europäischen Union maßgebliche VO 95/93 soll nach Vorstellung der Europäischen Kommission geändert werden. Ebenso werden in der Literatur vielfältige Änderungsvorschläge diskutiert. Nach einer eingehenden Analyse von VO 95/93 und der Änderungsmöglichkeiten wird in der Arbeit unter Heranziehung gewerberechtlicher Verteilungsgrundsätze ein eigenständiges Modell zur Ergänzung von VO 95/93 entwickelt. Dieses soll dazu beitragen, die Slotvergabe neutral und transparent zu gestalten und eine optimale und effiziente Slotnutzung zu gewährleisten.
