The aim of this study is to explore the distributional impacts on poverty and income of two programmes in Zambia, the Home Grown School Feeding (HGSF) programme and the Conservation Agriculture Scale-Up (CASU) project, complementing the impact evaluation findings by Prifti & Grinspun (2019). Strengthening coherence between social protection and productive interventions – The case of Lesotho
Social protection has been recognized as a key strategy to address poverty, vulnerability and social exclusion in Lesotho. As a result, the Government, with support from UNICEF and the European Union, developed the Child Grants Programme (CGP), which provides unconditional cash transfers to poor and vulnerable households registered in the National Information System for Social Assistance (NISSA). The quantitative impact evaluation presented in this report seeks to document the welfare and economic impacts of CGP and SPRINGS on direct beneficiaries and assess whether combining the cash transfers with a package of rural development interventions can create positive synergies at both individual and household level, especially in relation to income generating activities and nutrition. This paper is being published in the context of a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) based in Bogotá, Colombia.
Challenges and Opportunities in Agrometeorology
The global food security and sustainable agriculture are the key challenges before the scientific community in the present era of enhanced climate variability, rapidly rising population and dwindling resources. No part of the world is immune from meteorological extremes of one sort or another posing threat to the food security. Agrometeorology has to make most efficient use of the opportunities available in achieving the objectives of enhancing productivity and maintenance of sustainability. Increased awareness and technological advancement have provided opportunities to develop efficient agrometeorological services that can help cope with risks. These include improvements in weather forecasting, better understanding of the monsoon variability and crop-weather relationships, advances in operational agrometeorology and agrometeorological information systems, adaptation strategies to climate change and improved risk evaluation and management. This book based on an International Workshop held in New Delhi, India should be of interest to all organizations and agencies interested in agrometeorological applications.
Climate Change
The disturbing changes occurring in the global climate and environment has been a matter of concern for the current generation. The issue of climate change due to human activities can be analysed under two broad categories: emissions of Greenhouse Gases (GHGs) and the nearly irreversible damage to the environment. Reducing emissions of GHGs is intimately connected with economic issues and hence a matter of global politics. It needs to be handled through global negotiations and, ultimately, through the use of alternate sources of energy and clean technology. The second category is more dangerous, since the recovery process will be extremely slow and the corrective measures more complicated than those for the GHG abatement. Large-scale mass movements, and not mere government policies or laws, are necessary to tackle this factor.

Impact evaluation of the Home Grown School Feeding and Conservation Agriculture Scale-up programmes in Zambia
This impact evaluation report quantifies the impacts of Zambia’s Home Grown School Feeding (HGSF) programme – one of the country’s biggest social protection programmes – and the Conservation Agriculture Scale Up (CASU) project, both alone and in combination with each other. The report looks at how the programmes affected farm production and other livelihoods, the food security situation of the household and of school-going children and the educational outcomes of the latter. The report concludes that each programme or programme component considered in isolation meets their strictly defined objectives, but their combination leads to unintended conflicting influence on certain outcomes, thus highlighting the need for increased coherence between programmes. The household and community surveys for the evaluation of the programmes took place between October 2017 and January 2018. The total sample size is 3 636 households and a total of 72 community interviews were also conducted.
