In this paper, we seek to examine the importance of environmental factors in determining subsidiary roles. In particular, we examine the environmental factors associated with deep integration schemes. Such schemes require a convergence of economic structure due to the establishment of common regional institutions, regulations and policies. Specifically, we distinguish between the scope of activities performed by subsidiaries and their level of competence. The empirical analysis is based on a large-scale survey of foreign-owned units in Denmark, Finland, and Norway. These Nordic countries differ with regard to their EU-membership status - Norway being the 'outsider' whereas the others are members - but are very similar to each other in most other respects. Our data show that subsidiaries in Norway report significantly lower scores for both scope and level dimensions of subsidiary development. Effects remain strong even when controlling for other potentially influential factors. The findings indicate that being on the 'outside' of the EU may indeed carry the price of becoming less attractive to MNE activity.

Research on companies' internationalization has mainly focused on firm-level and country-level factors in order to explain firms' cross-border activities. With the exception of a limited number of studies emphasizing rivalistic behavior in oligopolistic industries, industry factors have been neglected as potential determinants of companies' internationalization. We argue that differences across industries with regard to competition level, research intensity, tangibility of the products, and the existence of clusters should influence the impetus and opportunities to internationalize. This study examines the role of such factors using data covering the internationalization patterns of the 100 largest non-financial Norwegian companies over the period 1990 to 2000. We find that industry factors contribute significantly to explaining the internationalization of these companies, and that the effects of industry factors remain strong when firm-level characteristics are taken into account.

In this chapter we address the lack of sufficient entrepreneurship in multinational enterprises that seek to improve their ability to achieve national responsiveness. The main reason for this deficiency appears to be the transfer of proven routines from the home country, even when it is clear from the outset that these routines will simply not work, and will require much more than a quasi-mechanistic 'adaptation' to the new environment. What many MNEs urgently need is to close their entrepreneurial deficits in host countries, by allowing novel resource recombinations. These resource recombinations should lead to accessing fully the coveted host country location advantages that triggered entry in these countries, and to success in the market place.
