How presidential metaphors have shaped US discourse on the Persian Gulf From the 1970s to the 1990s American presidents and their advisers introduced four metaphors into foreign-policy discourse that taught Americans to view the Persian Gulf as a vulnerable region and site of US responsibility on the world stage. In Securing the Prize: Presidential Metaphor and US Intervention in the Persian Gulf, Randall Fowler argues that, for half a century, metaphor has been central to defining America's role in the Middle East. Metaphors served as shorthand for presidents to promote their policies, filtering through the judgments of officials, journalists, experts, and critics to mediate American perceptions of the Gulf War. Tracing the use of security metaphors from President Richard Nixon to President George W. Bush, Fowler revises mainstream understandings regarding the origins of the War on Terror and explains the disconnect between skeptical public attitudes toward US involvement in the Gulf War and the heavy American military footprint in the region.
Catholic pacifists blame the just war tradition of their Church. That tradition, they say, can be invoked to justify any war, and so it must be jettisoned. This book argues that the problem is not the just war tradition but the unjust war tradition. Ambitious rulers start wars that cannot be justified, and yet warriors continue to fight them. The problem is the belief that warriors do not hold any responsibility for judging the justice of the wars they are ordered to fight. However unjust, a command renders any war “just” for the obedient warrior. This book argues that selective conscientious objection, the right and duty to refuse to fight unjust wars, is the solution. Strengthening the just war tradition depends on a heightened role for the personal conscience of the warrior. That in turn depends on a heightened role for the Church in forming and supporting consciences and judging the justice of particular wars. As Saint Augustine wrote, “The wise man will wage just wars. . . . For, unless the wars were just, he would not have to wage them, and in such circumstances he would not be involved in war at all.”
This book argues that the Arab Spring brought to the forefront numerous societal, political, and historical problems in the Middle East that scholars and practitioners throughout the 20th century and into the 21st century have continually glossed over or reduced in their analysis and analytical frameworks when studying the Middle East. These include the prevalent and persistent impact of Islam on political life, an impact of transnational and subnational identities, including sect, tribe, and regional identity, as well as the overuse of the state as the fundamental unit of analysis when studying the region. As a result, this book asserts that primordial identities including religion, sect, and tribe have, and will continue to have, a significant impact on the conduct of politics in the Middle East.
