Ambition, Federalism, and Legislative Politics in Brazil

Ambition, Federalism, and Legislative Politics in Brazil

Ambition theory suggests that scholars can understand a good deal about politics by exploring politicians' career goals. In the USA, an enormous literature explains congressional politics by assuming that politicians primarily desire to win re-election. In contrast, although Brazil's institutions appear to encourage incumbency, politicians do not seek to build a career within the legislature. Instead, political ambition focuses on the subnational level. Even while serving in the legislature, Brazilian legislators act strategically to further their future extra-legislative careers by serving as 'ambassadors' of subnational governments. Brazil's federal institutions also affect politicians' electoral prospects and career goals, heightening the importance of subnational interests in the lower chamber of the national legislature. Together, ambition and federalism help explain important dynamics of executive-legislative relations in Brazil. This book's rational-choice institutionalist perspective contributes to the literature on the importance of federalism and subnational politics to understanding national-level politics around the world.

Using theoretical essays and case studies, the authors address questions of how and when federal institutions matter for politics, policy-making and democratic practice. They also offer conceptual approaches for studying federal systems, their origins and their internal dynamics. We live in an increasingly federalized world. This fact has generated interest in how federal institutions shape politics, policy-making and the quality of life of those living in federal systems. In this book, Edward L. Gibson brings together a group of scholars to examine the Latin American experience with federalism and to advance our theoretical understanding of politics in federal systems. By means of theoretic...

The Political Economy of Money and Banking in Imperial Brazil, 1850–1889

This book uncovers the extent to which government policy in mid nineteenth-century Brazil followed the interests of the all-powerful coffee growing class. The testing ground for this question is monetary and banking policy, an area in which exporters and the Brazilian government were often at loggerheads. The development of the monetary and banking regime during the second half of the Brazilian Empire (1850-89) is examined in a chronological and thematic way. The book establishes two major points of historical fact: the peculiar nature of the monetary standard adopted in Brazil during part of the period, as well as the role of the Bank of Brazil therein. Additionally, the analysis broadens c...

Brazil—Japan Cooperation: From Complementarity to Shared Value

This is an open access book. Relations between Brazil and Japan progressed dynamically in the 1960s and 1970s, centering on the substantial complementarity between Japan’s needing primary goods to sustain high economic growth and Brazil’s seeking non-hegemonic investment to invigorate its resource potential. Now that this complementarity has lost significance, the two countries are restructuring their relations to protect shared values of democracy, freedom, the rule of law, and the need for maintaining good relations with both China and the United States. Analyzed here is the development of this renewed bilateral relationship in multiple directions: productivity, global environment and ...
