Paraguay: Addressing the Stagnation and Instability Trap provides an overview of the analytical insights and policy challenges that a country faces while on the path to sustained growth with stability. It covers a wide range of themes, including improving macroeconomic assessments and policy implementation, eliminating turbulence and deepening financial reforms, and, most important of all, enhancing growth performance and reducing poverty. This book provides useful guidance for policymakers by examining the improvements in policy implementation in Paraguay since the regional crisis of 2002. The chapters discuss how to correct economic imbalances and institutional shortcomings in the context of an economic reform program. The results have been impressive with the Paraguayan economy experiencing the highest growth in a quarter of a century and the strongest financial system in decades.
This paper analyses the evolution of Chile's trade between 1990 and 2007, studying in particular the impact of trade liberalization in addition to traditional price and demand determinants. The results show that export and import flows are mainly responsive to external and domestic demand, and less so to relative prices, although there is a small impact on imports. In addition, the analysis suggests that trade liberalization may have played a role in increasing exports and imports. Estimations of trade elasticities for other countries in Latin America tend to confirm the results found for Chile.
This book sheds light on the unique aspects of ‘communal liberalism’ in Mme de Staël’s writings and considers her contribution to nineteenth-century French liberal political thought. Focusing notably on the ‘Considérations sur les principaux événements de la Révolution française’, it examines the originality of Stael’s liberal philosophy. Rather than contrasting liberalism with either multiculturalism or republicanism, the book argues that Staël’s communal liberalism challenges the conventions of nineteenth-century political thought, notably through her assertion of the need to institutionalize an organic intermediary connecting the two spheres, an idea later advanced by thinkers such as Jürgen Habermas. Offering a critical reappraisal of Staël’s multifaceted work, this book assesses the political impact of her work, arguing that the political influence of the ‘Considérations’ permeates the liberal historiography of the French Revolution up to the present day.

Did the occurrence of systemic banking crises in the 1990s and 2000s significantly alter the behavior of banks in the Mercosur? The objective of this paper is to answer this question by analyzing changes in bank behavior after crises in the Mercosur region. To our knowledge, this is the first paper to apply the convergence methodology-which is common in the growth literature-to post-crisis bank behavior. Using a panel dataset of commercial banks during the period 1990-2006, we analyze the impact of crises on four sets of financial indicators of bank behavior-profitability, maturity preference, credit supply, and risk. The paper finds that most indicators of bank behavior, such as profitability, in fact revert to previous or more normal levels. However, a key finding of the paper is that private sector intermediation is significantly reduced for prolonged periods of time and that high levels excess liquidity persist well after the crisis.
After five years of Paraguay’s high growth led, in part by agro-exporting sectors, the external environment has turned less favorable, with a sharp decline of export prices and a curtailment of external credit lines.
