Il commento analizza e fornisce una chiara interpretazione degli articoli del Testo unico. La prima parte, relativa all’Ordinamento istituzionale (artt. 1-148 bis) è stata commentata articolo per articolo. La seconda parte, relativa all’Ordinamento finanziario e contabile (artt. 149-275) è stata commentata per blocchi di articoli, uniti assieme dal contenuto e dalle finalità.
