Climate change is currently an issue of great concern because its consequences are threatening the lives and activities of people. There is evidence that human activities are significantly contributing to climate change leading to catastrophic incidences. The UN Framework Convention on Climate Change has called for individual obligation but also "Joint Implementation". Many countries, especially developing nations, are unclear as to the implications for their socio-economic development, and concerned that the concept appears to constitute another form of dependence on the North. This workshop therefore took place to exchange information on international concerns and stimulate discussions on the concept in relation to the Tanzanian situation. The report includes recommendations agreed for Tanzania.
Africa has experienced dozens of conflicts over a variety of issues during the past two decades. Responding to these conflicts requires concerted action to manage the crises – the violence, the political discord, and the humanitarian consequences of prolonged fighting. It is also necessary to address the long-term social and economic impacts of conflict, to rebuild communities, societies and states that have been torn apart. The Kyoto Protocol to the United Nations Framework Convention on Climate Change took place in December 1997. The author, representing Tanzania, was the Chair of the group of seventy seven. He here gives the background information on the negotiations and his own insights on the issues, with the objective of providing a personal but very much southern perspective on the current global climate change debate. There is a focus on the unity of the group and the importance of linking climate change negotiations with the development agenda.
