This book is a narrative of the twenty months that the author spent as a staff consultant to the California Legislature. During this time he was concerned with the passage of a single package of legislation comprised of several bills and a proposed amendment to the California Constitution intended to create a new state agency to finance housing for low- and moderate-income families. He wrote this book in the hope of conveying not only the formal structure of legislative decision-making, but also the aroma and texture of it which could possible be found equally, if not more, informative than the outcome. It presents a record of the process legislative process as seen through the eyes of a central participant.
