Controle Externo das Contas dos Prefeitos
O livro "CONTROLE EXTERNO DAS CONTAS DOS PREFEITOS: relação entre as Câmaras Municipais e os pareceres prévios dos Tribunais de Contas Estaduais" é fruto da pesquisa de tese defendida pela autora na Universidade Estadual do Norte Fluminense Darcy Ribeiro, em dezembro de 2018. O objetivo geral da pesquisa foi analisar como se desenvolve o controle externo das contas dos prefeitos e as consequências do julgamento pelo legislativo após o parecer do Tribunal de Contas respectivo, assim como verificar se a relação executivo-legislativo influenciou o resultado do julgamento das contas dos chefes do executivo. A pesquisa contempla dados do período de 2007 a 2010, referente a dois biênios de legislaturas diversas, a fim de verificar se a composição partidária das Câmaras tem relação com o julgamento das contas do Executivo, além de analisar os casos em que houve divergência entre o parecer da Corte de Contas e o julgamento final pelo Legislativo. Espera-se que a presente obra possa contribuir para trabalhos acadêmicos sobre accountability e, também, para a compreensão sobre a relação entre as instituições constituídas e encarregadas do check and balances.

The Marrano Factory
