La administración pública, a pesar de estar sujeta a los requisitos de eficiencia que inspiran la gestión racional de cualquier emprendimiento, es también objeto de cuestiones de poder que identifican su naturaleza política. Por sí solo, este atributo de la administración pública ya la justifica como un campo de conocimiento disciplinario merecedor de estudios especializados.
