El desempeño del papel gerencial en organizaciones gubernamentales contiene desafíos que, a veces, se tienen por infranqueables. La administración pública, a pesar de estar sujeta a los requisitos de eficiencia que inspiran la gestión racional de cualquier emprendimiento, es también objeto de cuestiones de poder que identifican su naturaleza política. Por sí solo, este atributo de la administración pública ya la justifica como un campo de conocimiento disciplinario merecedor de estudios especializados. Dichos estudios deben promover su mejor conocimiento en los planos descriptivo y analítico o, aún, en el plano reflexivo, y favorecer intervenciones normativas que mejoren decisiones, acciones y, en consecuencia, resultados.
