Theories of criminality and theories of victimization have traditionally been discussed as though they bore no relationship to one another. Yet, a complete explanation for crime must examine both the decision to engage in crime by an offender and the everyday actions of ordinary citizens that increase vulnerability to criminals. The integration of these approaches yields testable models that have greater predictive power than could be obtained by looking only at models of offenders or models of victim behavior. A more general perspective that accounts for both the decision to engage in crime and the selection of particular crime targets is developed and tested.

Illusion of Order

This is the first book to challenge the broken-windows theory of crime, which argues that permitting minor misdemeanors, such as loitering and vagrancy, to go unpunished only encourages more serious crime. The theory has revolutionized policing in the United States and abroad, with its emphasis on policies that crack down on disorderly conduct and aggressively enforce misdemeanor laws. The problem, argues Bernard Harcourt, is that although the broken-windows theory has been around for nearly thirty years, it has never been empirically verified. Indeed, existing data suggest that it is false. Conceptually, it rests on unexamined categories of law abiders and disorderly people and of order and...

'Consistently excellent.... The level and coverage of the content make this an invaluable reference for students studying criminology or taking criminal psychology modules at degree level and beyond' - Adam Tocock, Reference Reviews In discussing a criminology topic, lecturers and course textbooks often toss out names of theorists or make a sideways reference to a particular theory and move on, as if assuming their student audience possesses the necessary background to appreciate and integrate the reference. However, university reference librarians can tell you this is often far from the case. Students often approach them seeking a source to provide a quick overview of a particular theory or...
