Pocos conceptos de las ciencias sociales resultan tan polémicos –impregnados por el sentido común y difícilmente definibles– como el de élite. Un aporte de este libro tiene que ver con la perspectiva con que se define y se analiza a las élites en general. El “¿Son o se hacen?” se refiere tanto al tipo de élite que representan como a sus reacciones principales ante el reciente contexto de demandas ciudadanas y de aparente “malestar”. Más precisamente, si son capaces de procesarlas y de revisar su propio comportamiento generando algún tipo de aprendizaje y transformación de sus propias preferencias y mapas cognitivos y culturales. O, si más bien y ante el desconcierto generalizado, terminan repitiendo en forma refleja respuestas ya ensayadas.
En este libro se concibe al populismo como un proceso historico que obedece a distintas condiciones de posibilidad. Se argumenta que todo proceso populista requiere tanto una articulacion discursiva como de una profunda movilizacion en un contexto de crisis hegemonica. Conceptualmente ello se traduce en la existencia de un momento, fenomeno y un regimen populista. Esta innovacion teorica se aplica empiricamente a Chile, entre los anos 1932-1973, pais que la academia ha considerado inmune al populismo. En efecto, se trata de responder, por una parte, si es efectivo que el populismo (como proceso) no se dio en Chile y determinar, por otra, cual fue la razon de ello. Se sostiene que tal excepcionalidad tuvo que ver, primero, con la consolidacion de corsets institucionales que impidieron el desencadenamiento de un proceso populista; y segundo, porque se reforzo un tipo particular de democracia, que fue altamente representativa como marcadamente tutelar.
