Inhaltsangabe:Einleitung: Bürgerinformation ist die erste Pflicht staatlicher Presse- und Öffentlichkeitsarbeit. Sachlich, neutral und objektiv zu informieren ist dabei zentraler Anspruch und Wesenselement funktionierender Demokratien gleichermaßen. In der vorliegenden Arbeit werden mögliche Lücken zwischen diesem Anspruch und der Wirklichkeit untersucht. Ausgangspunkt hierfür sind zunächst die Vorgaben aus der PR-Theorie bzw.
