Terrorist Sanctuary in the Sahara
Denying terrorists sanctuary has become a pillar of U.S. defense strategy since the September 11, 2001 (9/11) attacks. Violent extremist organizations in North Africa, such as the group al-Qaeda in the Islamic Maghreb (AQIM), have used remote and sparsely populated areas in the Sahara for protection from security forces to conduct a range of terrorist activities, such as training, planning, and logistics.1 Despite the time elapsed since the 9/11 attacks, and the resources dedicated to denying sanctuary globally, the concept of sanctuary remains largely unexplored and poorly understood. This monograph proposes a functional understanding of sanctuary and offers fresh ideas to deny it using a detailed case study of the most notorious of these North African terrorists, Mokhtar Belmokhtar, from his arrival in Mali in the late 1990s, until the French intervention in early 2013. US National Security Reform
This collection of essays considers the evolution of American institutions and processes for forming and implementing US national security policy, and offers diverse policy prescriptions for reform to confront an evolving and uncertain security environment. Twelve renowned scholars and practitioners of US national security policy take up the question of whether the national security institutions we have are the ones we need to confront an uncertain future. Topics include a characterization of future threats to national security, organizational structure and leadership of national security bureaucracies, the role of the US Congress in national security policy making and oversight, and the importance of strategic planning within the national security enterprise. Work in Progress: Donald Trump’s Asia Team
President Donald Trump has hinted at a more muscular US foreign policy in the Asia-Pacific. In tweets and speeches since the election, he has adopted a hard-line on China’s island-building in the South China Sea, vowed to prevent North Korea from acquiring a functional nuclear missile, condemned Beijing over its unfair trade practices, and raised the prospect of deeper US-Taiwan relations. His Asia team is shaping up to reflect Trump’s hawkish stance towards China on trade and security. But it is also likely to be an eclectic group whose perspectives on other Asia policy issues differ both internally and with figures on the national security cabinet. Australia will have to prepare for a more turbulent US-China relationship, as well as greater uncertainty in Washington’s Asia policy.
