Presidents Bush and Clinton made major changes in U.S. policy after the Cold War, and George W. Bush's administration made further, more radical changes after 9/11. Leaked portions of 2001's Nuclear Posture Review, for example, described more aggressive possible uses for nuclear weapons. In 1863, Union and Confederate forces fought for control of Chattanooga, a key rail center. The Confederates were victorious at nearby Chickamauga in September. However, renewed fighting in Chattanooga that November provided Union troops a victory, control of the city, and drove the Confederates south into Georgia.
