This Handbook addresses why political science programs teach the research process and how instructors come to teach these courses and develop their pedagogy. Contributors offer diverse perspectives on pedagogy, student audience, and the role of research in their curricula. Across four sections—information literacy, research design, research methods, and research writing—authors share personal reflections that showcase the evolution of their pedagogy. Each chapter offers best practices that can serve the wider community of teachers. Ultimately, this text focuses less on the technical substance of the research process and more on the experiences that have guided instructors’ philosophies and practices related to teaching it.

Throughout the COVID-19 crisis, nation states found new ways to assert power under the guise of public health, from closing or tightening borders to expanding the boundaries of acceptable citizen surveillance. As these controls increased in intensity, citizens’ passions to cross borders seemed to grow in proportion. Pandemic Crossings explores how these processes of boundary making and crossing, often mediated by digital technology despite inequity of access, had profound and often contradictory consequences on individual lives, national politics, and U.S.–China relations. This rich and geographically diverse collection of studies informed by everyday, individual experiences contribute new insights to the interplay between digital technologies and state governance during the covid-19 pandemic. It opens up new avenues of research not only on the covid-19 pandemic but also on global health crises more broadly.
Building on a deep theoretical foundation and drawing on numerous examples, we examine how policies spread across the American states. We argue that for good policies to spread while bad policies are pushed aside, states must learn from one another. The three ingredients for this positive outcome are observable experiments, time to learn, and favorable incentives and expertise among policymakers. Although these ingredients are sometimes plentiful, we also note causes for concern, such as when policies are complex or incompatible with current practices, when policymakers give in to underlying political biases, or when political institutions lack the capacity for cultivating expertise. Under such conditions, states may rely on competition, imitation, and coercion, rather than learning, which can allow bad policies, rather than good ones, to spread. We conclude with lessons for reformers and policymakers and an assessment of our overall argument based on state responses to the COVID-19 pandemic.
