Op het gebied van onderwijs is Nederland een uniek land. Ouders kunnen scholen oprichten die passen bij hun levensovertuiging of opvoedkundige ideeën. Sinds 1917 worden die scholen volledig door de overheid bekostigd. In Heer & meester. Vrijheid van onderwijs 1917-2017 volgt historicus Wim de Jong het protestants-christelijk onderwijs, dat zich in de laatste honderd jaar ontwikkelde van een hechte en beschermde gemeenschap tot een grootschalige en diverse sector van mondige individuen. Het gaat daarbij allereerst om de vraag of de christelijke school zich moet richten op een specifieke groep christelijke ouders of op de samenleving als geheel. Deze vraag is de laatste vijftig jaar, waarin Nederland snel ontkerkelijkte, steeds belangrijker geworden. Daarnaast kenmerkt het protestants-christelijk onderwijs als ‘bijzonder’ onderwijs zich door een afkeer van nodeloze overheidsbemoeienis, maar ook door een grote gezagsgetrouwheid. De derde rode draad in het boek is die van het samenspel tussen overheid, schoolbesturen, leraren, leerlingen, ouders en de spelers daar omheen, zoals kerken.
