This study explores the complex military issues that are raised by the transition to post-communist rule with particular reference to Russia, Ukraine, Bulgaria, and the new members of NATO. All faced similar problems yet their responses, it emerges, were surprisingly diverse.
Although it receives much less attention than better known disarmament processes, the destruction of small arms is reshaping the military arsenals of the world. Out of roughly 200 modern military small arms world-wide, about 500,000 are destroyed every year. The commitment of major governments and international organizations makes small arms destruction is a permanent addition to the global disarmament repertoire. But the prospects for greater military small arms disarmament may be declining, as war in Afghanistan and Iraq create unprecedented demand for second-hand weaponry. Inconspicuous disarmament of small arms and ammunition is reshaping the global picture of firearms, light weapons and...
This book provides a broad, interdisciplinary analysis of events impacting on North Macedonia since its independence, particularly during the last decade. In the past thirty years, the country has gone through deep political, social and economic transition, along with a name change from ‘Macedonia’ to the ‘Republic of North Macedonia’ following the Prespa Agreement signed with Greece. The contributors consider Macedonia’s challenges, its multi-ethnic make-up and its ambition to enter the European mainstream through the auspices of the European Union and NATO. The volume includes chapters on international politics and North Macedonia’s place in the region’s security architecture as well as the difficulties of the privatisation of socially owned enterprises, political corruption, state capture and backsliding. The book also covers the controversial ‘Skopje 2014’ project in addition to the impact of migration along the ‘Balkan Route’ and the current wranglings with Bulgaria over identity politics.
This book critically examines the nexus between arms availability and armed violence.

A new and wide-ranging empirical overview of party policy in 47 modern democracies, including all of the new democracies of Eastern Europe. It updates and radically extends Policy and Party Competition (1992), which established itself as a key mainstream data source for all political scientists exploring the policy positions of political parties. This essential text is divided into three clear parts: Part I introduces the study, themes and methodology Part II deals in depth with the wide range of issues involved in estimating and analyzing the policy positions of key political actors. Part III is the key data section that identifies key policy dimensions across the 47 countries, detailing their party positions and median legislators, and is complemented by graphical representations of each party system. This book is an invaluable reference for all political scientists, particularly those interested in party policy and comparative politics.
The three volume proceedings LNAI 10534 – 10536 constitutes the refereed proceedings of the European Conference on Machine Learning and Knowledge Discovery in Databases, ECML PKDD 2017, held in Skopje, Macedonia, in September 2017. The total of 101 regular papers presented in part I and part II was carefully reviewed and selected from 364 submissions; there are 47 papers in the applied data science, nectar and demo track. The contributions were organized in topical sections named as follows: Part I: anomaly detection; computer vision; ensembles and meta learning; feature selection and extraction; kernel methods; learning and optimization, matrix and tensor factorization; networks and graphs; neural networks and deep learning. Part II: pattern and sequence mining; privacy and security; probabilistic models and methods; recommendation; regression; reinforcement learning; subgroup discovery; time series and streams; transfer and multi-task learning; unsupervised and semisupervised learning. Part III: applied data science track; nectar track; and demo track.
