Subventionen in der Schweiz
Staatliche Subventionen spielen sowohl in der Schweiz als auch in der EU eine wichtige Rolle bei der Förderung politischer Kernanliegen und zur Sicherung der Wettbewerbsfähigkeit. Aus volkswirtschaftlicher Perspektive wird allerdings seit langem darauf hingewiesen, dass Subventionen generell mit Fehlanreizen und negativen ökonomischen Effekten einhergehen können. Anders als in der EU sind Subventionen in der Schweiz nur rudimentär geregelt. Die vorliegende Studie untersucht anhand von konkreten Fallbeispielen aus den Bereichen Unternehmensbesteuerung, Staatsgarantien für Banken, regionaler Personenverkehr und erneuerbare Energien, welche Auswirkungen eine Übernahme des EU-Beihilferechts durch die Schweiz mit sich brächte. Diese Fragen sind nicht nur von akademischem Interesse, wird doch im Rahmen der Gespräche mit der EU intensiv über eine – zumindest teilweise Übernahme des EU-Beihilferechts – nachgedacht. Aber auch unabhängig davon ist die Schweiz aufgerufen, über eine Modernisierung ihres Subventionsrechts nachzudenken, wobei sich das EU-Beihilferecht als Inspirationsquelle anbietet.

Fachtagung Bedrohungsmanagement – Reflexion zum Stand der Entwicklungen beim Bedrohungsmanagement
Das Bedrohungsmanagement ist schweizweit vorangeschritten. Die Kantone haben entsprechende Strukturen geschaffen, die sich an 2022 eingeführten Qualitätsstandards orientieren. Seit Anfang November 2023 liegt erstmals eine gesamtschweizerische Übersicht zum Stand der Umsetzungsarbeiten vor. Die Roadmap von Bund und Kantonen zur Bekämpfung der Häuslichen Gewalt sowie der Aktionsplan zur Umsetzung der Istanbul-Konvention sind mitunter für diese Entwicklungen ausschlaggebend. Bedrohungsmanagement ist eine ausgesprochene Verbundaufgabe. Das gemeinsame Verständnis zur interdisziplinären Zusammenarbeit ist von zentraler Bedeutung. Die Beiträge im Tagungsband zeigen die Entwicklungen auf. Sie geben Einblicke in Ansätze der Prävention von Gewalt, Best Practices und Studienresultate.
