Pengelolaan pesisir terpadu (integrated coastal management) atau ICM dipromosikan sebagai pendekatan yang rasional dalam mengelola sistem sumber daya pesisir yang beragam, kompleks, dinamis dan rentan dalam rangka pembangunan berkelanjutan di wilayah pesisir dan laut. Sebagai sebuah pendekatan ICM menyerukan kepada pengelola pesisir, pembuat dan pengambi kebijakan, serta pemangku kepentingan menggeser paradigma pembangunan dengan menekankan pentingnya pengelolaan berbasis ekosistem, adaptif, serta terpadu dan terkoordinir dengan dukungan sains yang dapat dihandalkan. ICM adalah sebuah sistem tata kelola wilayah pesisir dan laut yang mempromosikan pentingnya kemampuan mengelola, mengenali sistem yang dikelola dan sistem yang interaktif.
