Governing by Numbers

  • Categories: Law

Governing by Numbers is a jargon-free account of how delegated legislation - laws that do not pass through the full legislative scrutiny to which Acts of Parliament are subjected - is made. It is based on new research involving an analysis of nearly 30,000 pieces of delegated legislation; detailed investigation of 46 recent regulations based on in-depth interviews with those involved in developing, writing and scrutinising them and a major survey of nearly 400 interest groups. Delegated legislation is examined as a form of "everyday policy-making". It deals with important issues, from the level of welfare benefits to weapons exports, animal health and the prevention of air pollution, yet has been largely ignored in studies of the British political and administrative system. This book analyses the distinctive character of everyday policy making and the implications of how it works for our understanding of British democracy.

Climate Change, Justice and Future Generations

Marco Grasso, International Environmental Agreements Page effectively marries the issues raised by climate change science with analytical philosophy to provide a perspective on why or why not measures should be taken to reduce climate change and the risks/harm it poses for future generations. . . a valuable book for politicians and policy makers who seek to change the world and manage its climate. A Weymouth Childhood in the 1950s tells the autobiographical story of life for a boy growing up in a seaside guesthouse in the austerity period: food rationing, bomb damage, but also fun, laughs and larks in this picturesque seaside town. Just after the war, the author's parents took him and his three siblings from bomb-shattered London and moved into a dilapidated house on Trinity Road, near Weymouth Harbour, to run a guesthouse. The author recounts stories of the renovation of this big house (St Pierre, or 'Som Pee Air' as it was affectionately known), of the guests, the ghosts, the paddle steamers, and the theft of the full-sized grizzly bear that stood in front of the house opposite, among many other tales. In among memories of his own childhood, the author deftly paints a larger picture of the history of Weymouth. Wit and a flair for including interesting detail result in a varied and amusing account. Sometimes funny, sometimes touching, the memories contained within the pages of this book are always fascinating.

People who Run Europe

In the minds of many, Brussels is very closely associated with bureaucracy. Yet we know little about the character of the European Union's bureaucracy. Professor Page draws upon a wide range of empirical sources to present a picture of the administrative system of the EU. He discusses the complexities of its internal organization and goes on to explore the people who work in it. As a multinational organization its procedures for appointment and promotion reflect in part the need to maintain a professional career civil service and in part the desire to secure a fair mix of nationalities among top officials. People who run Europe looks at the distinctive features of the administrative system which these two principles help to produce as well as at the nature of the people - their backgrounds, careers and skills - who are attracted to it. The author also examines the role of top officials in the decision making process, above all in their dealings with politicians and interest groups.
