We are delighted to introduce the proceedings of the first International Conference on Social-Humanities in Maritime and Border Area (SHIMBA) 2022. This conference has brought researchers, developers and practitioners around the world who are interested in issues around maritime and border area. smart grid technology for a smarter and more resilient grid. The theme of SHIMBA 2022 was “Acceleration Strategy for Maritime and Border Area”. The technical program of SHIMBA 2022 consisted of 32 full papers. The conference clusters were: Cluster 1 - Acceleration Strategy for Public Administration and Governance; Cluster 2 - Acceleration Strategy for Sociology and Culture; and Cluster 3 - Acceleration Strategy for Law and International Relations. Aside from the high quality paper presentations, the program also featured nine invited speeches. We strongly believe that SHIMBA conference provides a good forum for all researcher, developers and practitioners to discuss all aspects that are relevant to maritime and border area. We also expect that the future SHIMBA conference will be as successful and stimulating, as indicated by the contributions presented in this volume.

Buku ini, secara kritis menelaah kewenangan Mahkamah Konstitusi dalam melakukan pengujian Undangundang hasil ratifikasi Perjanian Internasional terhadap Undang-Undang Dasar Negera Republik Indonesia 1945 dalam Putusan Mahkamah Konstitusi Nomor 33/PUU-IX/2011. Tidak hanya berhenti menganalisis, tetapi penulis juga memberikan alternatif model pengujian Undang-undang hasil ratifikasi perjanjian internasional oleh Mahkamah Konstitusi.

Secara inspiratif dan aktual, Penulis buku ini membahas tentang pengaturan hukum positif mengenai pelaksanaan landreform di Kabupaten Bintan, dan pelaksanaannya yang merujuk kepada peraturan dasar mengenai landreform yaitu Undang-undang/Prp. Nomor 56 Tahun 1960, peraturan pemerintah Nomor 224 Tahun 1961 dan beberapa peraturan teknis lainnya yang bersifat praktis operasional hanya saja dalam konteks pelaksanaan otonomi daerah pemerintah pengaturan hukum tentang landreform sebagaimana dimaksud sudah banyak substansinya tidak sesuai lagi dengan keadaan secara empiris di lapangan dan pengaturan tentang landreform saat ini banyak diganjal atau dipasung oleh peraturan perundang-undangan lainnya. Buku ini lebih lanjut menyajikan saran untuk menemukan solusi yang konstruktif terhadap berbagai permasalahan dalam pelaksanaan kegiatan landreform di Kabupaten Bintan dimaksud yaitu : Disarankan kepada pemerintah dalam hal ini presiden bersama-sama dengan Dewan Perwakilan Rakyat Republik Indonesia atau (DPR-RI) untuk segera melakukan inventarisasi segala bentuk peraturan perundang-undangan yang selama ini menghalangi Bakat mendiskreditkan dan atau memandulkan pelaksanaan landreform di lapangan
