The Core-Periphery Divide in the European Union

Common Fate, Common Future
The creation of the euro area in 1999 and the subsequent introduction of the euro as a common currency in 2002 were results of a long process of preparation that went back as far as 1947. Hans Tietmeyer: Ein Leben für ein stabiles Deutschland und ein dynamisches Europa
Lambsdorff-Papier, Deutsche Einheit, Euro: Hans Tietmeyer war so einflussreich wie sonst kaum jemand in der Wirtschafts-, Finanz- und Geldpolitik im Nachkriegsdeutschland. Bekannt war er als Bundesbankprasident vor allem fur seine konsequente Stabilitatsorientierung, der die politischen Lager spaltete. Politikinteressierten ist er meist als letzter Huter der D-Mark in Erinnerung. Sein grosser Einfluss ist offentlich aber bisher nicht bekannt, denn nur Eingeweihte konnen sein Wirken bewerten. Das vorliegende Buch schliesst diese Lucke durch Hintergrundgesprache mit Tietmeyer selbst und 22 seiner Wegbegleiter, darunter Jens Weidmann, Theo Waigel oder Jean-Claude Trichet. Durch die Verknupfung mit dem bisher unveroffentlichten Privatarchiv Tietmeyers werden neue und brisante Details uber die jungere Wirtschaftsgeschichte ans Tageslicht befordert. Wie ist das Lambsdorff-Papier entstanden? Wie kam es zum umstrittenen Umtauschkurs zwischen D-Mark und Ost-Mark, und warum hat Tietmeyer bei der Euro-Einfuhrung versucht Zeit zu gewinnen? "Das Europa der Universitäten"
In jüngster Zeit werden Forderungen nach einer Stärkung von Forschung und Bildung auf europäischer Ebene laut. Die Studie legt offen, dass viele der heute diskutierten Ideen und Konzepte für eine vertiefte hochschulpolitische Kooperation in Europa bereits seit den 1950er Jahren existierten. Der Autor schildert eine spannungsreiche Geschichte voller Kontroversen über Möglichkeiten und Grenzen der tertiären Bildung auf europäischer Ebene. Europas Hochschulleiter organisierten sich und stritten mit Regierungen sowie hohen Beamten über das Für und Wider europäischer Hochschulpolitiken. Der Gründung der Europäischen Rektorenkonferenz lag dabei ein Paradoxon zugrunde: Rektoren und Vizekanzler begannen ihre Zusammenarbeit zu europäisieren, um eine Europäisierung im Hochschulwesen zu verhindern. Erst in den 1970er Jahren änderte sich ihre Einstellung, was in entscheidender Weise zur Herausbildung der europäischen hochschulpolitischen Gegenwart beitrug.
Geldpolitik im Umbruch
In den 1970er Jahren waren Zentralbanken weltweit mit neuen und fundamentalen Herausforderungen konfrontiert. Das Bretton Woods-System brach zusammen, der Dollar verlor seine Ankerfunktion und die festen Wechselkurse büßten ihre Legitimität ein. Die Ölpreiskrise heizte die Inflation an und vervielfachte globale Kapitalströme. Zugleich errichteten in Europa die Mitgliedsstaaten der EWG die Grundlagen einer gemeinsamen Währungsunion. Die vorliegende Studie untersucht die Reaktionen der Deutschen Bundesbank und der Banque de France auf diese Entwicklungen. Dabei wird besonders deutlich, wie die beiden Zentralbanken einerseits die Grundlagen ihrer bisherigen Geldpolitik auf den Prüfstand stellten und neue Handlungsstrategien entwickelten, sowie andererseits eigenständige Wirkkraft entfalteten, durch die sie den Wandel der internationalen Währungs- und Wirtschaftsbeziehungen nachhaltig prägten.
