Biotechnology has been labelled as one of the key technologies of the last two decades of the 20th Century, offering boundless solutions to problems ranging from food and agricultural production to pharmaceutical and medical applications, as well as environmental and bioremediation problems. Biological processes, however, are complex and the prevailing mechanisms are either unknown or poorly understood. This means that adequate techniques for data acquisition and analysis, leading to appropriate modeling and simulation packages that can be superimposed on the engineering principles, need to be routine tools for future biotechnologists. Esta obra trata da Recomendação no 62/2020 do Conselho Nacional de Justiça, pertinente a medidas preventivas ao novo coronavírus nos sistemas de justiça penal e socioeducativo. Retrata, pois, a problemática atinente à propagação do novo coronavírus a agentes públicos, pessoas privadas de liberdade e visitantes no âmbito dos espaços de confinamento. Visa, assim, à análise da efetividade da aludida recomendação nos sete meses seguintes à sua edição. Para se proceder à investigação, foram analisados todos os acórdãos oriundos de habeas corpus julgados pelo Supremo Tribunal Federal no período de recorte e tocante à recomendação, confrontado o índice de deferimento obtido com aquele encontrado nos sete meses posteriores e anteriores à edição bem como em toda a série histórica. Os resultados obtidos guardaram harmonia com os decorrentes da doutrina analisada e da jurisprudência selecionada, concernente à não efetividade da recomendação em apreço, devido à não influência no índice de deferimento aferido.

Evidence indicates that the current high duty rates, coupled with weak tax administration, lead to widespread evasion of the tax through underdeclaration. This underdeclaration of property values directly affects collection of other taxes, among them, property taxes and capital gains tax. Moreover, it indirectly affects the collection of all taxes through the impact of underdeclaration on the circulation of black money. Simulations indicate that revenues lost due to a lowering of stamp duty rates closer to international levels are quite likely to be recovered in higher collections of other taxes. However, these taxes would at least in part be collected by other levels of government. So reform could be made a more viable option through appropriately designed intergovernmental transfers.
