First Published in 1998. The single most important purpose of this book is to create a field of public administration values, a field that currently does not exist in a recognizable form. Surely values are discussed significantly and usefully by the fields of ethics, management, decision making, and organization behavior and theory, to mention only a few. But these discussions are inevitably narrower in scope than is necessary for a true field of values. Such a field is needed to help bridge the seeming chasm about discussions of values among the established fields. A second purpose of this text is to provide a comprehensive treatment of values. A third purpose of the text is to provide a balanced treatment, giving all the major schools of thought roughly the same coverage so that their values can be compared as dispassionately as possible. A fourth purpose of the book is to make the subject accessible to and interesting for practitioners and students.

Power and Principle

The UN Secretary-General, Kofi Annan, has instructed all UN specialized agencies and other affiliated organizations to consider how their work might advance the cause of human rights around the world. Many of these bodies have taken this call to heart, with a wide range of intergovernmental organizations (IGOs) trying to play a more active role in promoting human welfare. Power and Principle is a comparative study of how and why IGOs integrate human rights standards into their development operations. Practice Management for Design Professionals

In the mid-1960s geotechnical engineers paid the highest liability insurance of any profession and by 1969 were virtually uninsurable. As a result, the ASFE was founded and helped these engineers not only lower their insurance rates, but get to the point where, by 1980, they were the least liability-prone members of the design profession. Now, John Bachner and the ASFE tell all other design professionals how to accomplish the same task. This book, which incorporates the ASFE's Introduction to Professional Practice program for advancing architects' and engineers' knowledge of professional practice issues, addresses almost every aspect of the design professionals' practice as they relate to liability, from procedures for verifying the accuracy of technical output to steps for improving client and project selection, workscope development, personnel training and dispute resolution.
