Society heavily depends on infrastructure systems, such as road-traffic networks, water networks, electricity networks, etc. Infrastructure systems are hereby considered to be large-scale, networked systems, that almost everybody uses on a daily basis, and that are so vital that their incapacity or destruction would have a debilitating impact on the defense or economic security and functioning of society. The operation and control of existing infrastructures such as road-traffic networks, water networks, electricity networks, etc. are failing: too often we are confronted with capacity problems, unsafety, unreliability and inefficiency. This book concentrates on a wide range of problems concerning the way infrastructures are functioning today and discuss novel advanced, intelligent, methods and tools for the operation and control of existing and future infrastructures.

The present volume aims to provide an overview of the current understanding of the so-called Critical Infrastructure (CI), and particularly the Critical Information Infrastructure (CII), which not only forms one of the constituent sectors of the overall CI, but also is unique in providing an element of interconnection between sectors as well as often also intra-sectoral control mechanisms. The applications level may require development and testing of methods, tools, and techniques to enable analysis and decision-making in ambiguous, complex, emergent, interdependent, and uncertain conditions while the conceptual level may require taping into driving philosophies, theories, and methodologies that form the basis for Infranomics. Striking the right balance between applications and conceptual foundation (theory) requires rigorous research. This book constitutes the thoroughly refereed post-conference proceedings of the Third International Workshop on Critical Information Infrastructures Security, CRITIS 2008, held in Rome, Italy, in October 2008. The 39 revised full papers presented were carefully reviewed and selected from a total of 70 submissions. All the contributions highlight the current development in the field of Critical (Information) Infrastructures and their Protection. Specifically they emphasized that the efforts dedicated to this topic are beginning to provide some concrete results. Some papers illustrated interesting and innovative solutions devoted to understanding, analyzing and modeling a scenario composed by several heterogeneous and interdependent infrastructures. This book focuses on the design of decentralized optimization methods applied to charging strategies for large-scale PEVs in electrical power systems. It studies several classes of charging coordination problems in large-scale PEVs by considering the distinct characteristics of PEV populations and electrical power systems, and subsequently designs decentralized methods based on distinct optimization schemes – such as non-cooperative games, mean-field games, and auction games – to achieve optimal/nearly optimal charging strategies. In closing, several performance aspects of the proposed algorithms, such as their convergence, computational complexity and optimality etc., are rigorously verified and demonstrated in numerical simulations.
