Two informal Working Groups worked through the document presented as an annex to this report, making a paragraph by paragraph commentary and critique, respectively from the perspective of the fisheries managers, and from that of the technical staff responsible for implementing management guideliens. A new structure was proposed for the document, as well as a list of new topics to be addressed, and a strategy for tackling this task.
The Expert Consultation reviewed the existing marine and inland capture fisheries guidelines and formulated recommendations to the Committee on Fisheries (COFI) to address COFI's request on "stock under consideration" and "minimum substantive requirements."
This publication was prepared to promote and to provide support in the implementation of the Code of Conduct for Responsible Fisheries, especially Article 7 : Fisheries Management. As such, it also, supplements the FAO Technical Guidelines for Responsible Fisheries NO. 4: Fisheries management. It is intended primarily for the practising fishery manager and decision-maker, with particular emphasis on developing countries, although it is hoped that the volume will also be of interest to managers in developed countries.
The Committee expressed concern about the level of fishing capacity which was higher than prior to the 2004 tsunami in some of the areas affected by the disaster and recognized that it called for the design and implementation of sustainable and effective fisheries management arrangements that included a gradually phasing out fishing overcapacity, monitoring, access and livelihood considerations. The Committee reaffirmed its trust in FAO to play a coordinating role in advancing the global aquaculture agenda and highlighted the importance of addressing socio-economic impacts of aquaculture and other issues, such as improving planning and policy development at national and regional levels. The Committee agreed to give greater attention to small-scale fisheries and welcomed the convening of a broad-based international conference focusing specifically on small-scale fisheries.

The implementation of an ecosystem approach to fisheries (EAF) contributes to sustainable fisheries in various ways. The EAF-Nansen Programme has assisted several countries to understand, adopt and use an ecosystem approach in the management of their marine and coastal fisheries. The ecosystem approach to fisheries implementation monitoring tool (EAF IMT) is a tool for decision support and planning in the fisheries management process. It can be used by countries in strategic and operational planning processes for their fisheries, assisting them to determine where they are making acceptable progress and where there continue to be gaps and difficulties to address.
