Facing War: Rethinking Europe's Security and Defence
Russia's attack on Ukraine has sent shockwaves across Europe and the world. While the current war is a geopolitical turning point, it remains unclear whether it will trigger a quantum leap forward for European defence policies and for the role of the European Union as a security provider. In the past three decades, the world has witnessed many rapid and invasive changes, and seems to be changing countries have adapted their foreign policies to these changes. Building on a clear typology of foreign policy change and a consistent theoretical framework, this book offers a comparative analysis of foreign policy change in Europe throughout the post-Cold War period. Along the lines of our analytical framework, country experts discuss how and why the further ever more rapidly in ways that seemed only imaginable in movies. Europe in the Age of Insecurity
The international system is going through a phase of heightened disorder. Russia's invasion of Ukraine in early 2022, and the Israel-Hamas conflict in late 2023 have shown that the current crisis of the international order is being increasingly militarized. Facing wars and instability closer to home, and a rise in big-power competition, Europe is feeling less and less "secure". Mobilization Constraints and Military Privatization
This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.
