Le rapport traite de la nécessité de faire des identités numériques régaliennes un service public accessible à tous et inclusif. Les efforts qui doivent être fournis en terme de communication et formation pour créer une citoyenneté numérique à la hauteur des enjeux du XXIème siècle y sont rappelés. Il appréhende également les questions de gouvernance, de sécurité et de souveraineté propres aux identités numériques en mettant l'accent sur la nécessité de créer et de doter les instances garde-fous pour une meilleure maîtrise de ce service.
