Les concepts de vie privée, intimité et secret, de nos jours, interpellent le chercheur. Internet défie toute velléité à cacher. L’invitation du président Wilson à privilégier : « des pactes de paix ouverts, conclus ouvertement… » est très suggestive et reste encore d’actualité. Aussi, en droit, les notions de silence, discrétion et réserve renvoient seulement à quelques facettes du principe du secret. Elles ne permettent pas de l’appréhender dans toute sa complexité. Le droit des relations internationales renseigne suffisamment du recours au secret. Seulement, toute application du secret au grand dam de la dignité de la personne humaine ne peut s’inscrire dans une juste appréciation des relations internationales. Aujourd’hui, face à une remise en cause des principes et de l’éthique à cause d’un relativisme ambiant, faisant ainsi le lit à une éthique du « sable mouvant », produit de la « génération liquide », la réflexion sur le principe du secret en droit des relations internationales est légitime et d’actualité.
