Why have social spending levels and social policy trajectories diverged so drastically across labour-abundant Middle Eastern and North African regimes? And how can we explain the marked persistence of spending levels after divergence? Using historical institutionalism and a mix of qualitative and quantitative methods Social Dictatorships: The Political Economy of the Welfare State in the Middle East and North Africa develops an explanation of social spending in authoritarian regimes. It emphasizes the importance of early elite conflict and attempts to form a durable support coalition under the constraints imposed by external threats and scarce resources. Social Dictatorships utilizes two in-depth case studies of the political origins of the Tunisian and Egyptian welfare state to provide an empirical overview of how social policies have developed in the region, and to explain the marked differences in social policy trajectories. It follows a multi-level approach tested comparatively at the cross-country level and process-traced at micro-level by these case studies.

A Political Economy of Free Zones in Gulf Arab States
This is the first book-length empirical study of free zones (FZs) in Gulf Cooperation Council (GCC) countries. The volume systematically illustrates the development processes behind FZs in Gulf Arab states and assesses the impact of these commercial entities on regional integration, global trade and investment trends, and the Gulf’s foreign relations. Tragically, dictatorship and civil strife have led to less developed, less democratic, and more conflict-prone contemporary Muslim-majority societies. Ahmed argues, however, neither Islam nor aspects of Muslim culture are the cause. Grounded in a positive political economy approach, Conquests and Rents investigates why these societies are predisposed to political violence and low levels of development. Focusing on the role of political institutions and economic rents, Ahmed argues that territories where Islam spread via military conquest developed institutions and practices impervious to democracy and more prone to civil war, while societies in non-conquered territories developed governance structures more susceptible to democracy when rents decline.
