Health Networks in Action

Integrated Health Service Delivery Networks (IHSDN) based on primary health care (PHC) are the most promising solution for health systems to satisfy the health needs of the population and to address access, efficiency, quality and equity challenges faced by health systems of the world. PHCs essential attributes (people and family centered care, comprehensiveness, continuity, longitudinality) position this approach as one of the key strategies for countries to meet the aspiration of achieving universal health coverage. Creating care networks has been a common thread running through Latin America and the Caribbeans health policy agendas. In terms of actually putting the IHSDN model in action, ...

Health systems in most low-income countries are under-resourced and underused, failing to meet the needs of those who need health care the most. But what if health service providers-or even patients-were rewarded partially on the basis of their performance? Based on a review of experiences to date, the authors of this volume argue that performance incentives have great potential to improve health care for the world's poor. They are one way to use funding dedicated to individual diseases or interventions to strengthen core health system functions. In Part I, Eichler and Levine provide clear guidance about how to design, implement, and evaluate such programs, whether they target health care providers, patients, or both. Part II comprises a set of case studies that examine the use of such incentives to address a range of health conditions and challenges in diverse countries. Performance Incentives for Global Health: Potential and Pitfalls will help policymakers and program managers in developing countries and in the donor community improve health care systems through the strategic use of performance incentives. Policy-Oriented Research Impact Assessment (PORIA) case study on the International Food Policy Research Institute (IFPRI) and the Mexican PROGRESA anti-poverty and human resource investment conditional cash transfer program

"The objective of this study is to attempt to characterize the influence and impact of IFPRI in relation to the Mexican PROGRESA/Oportunidades anti-poverty and human resource program with its conditional cash transfers (CCT)—conditional on specific investments in education, health, and nutrition. The paper first describes PROGRESA/Oportunidades and estimates of the impact and benefits-to-costs of this program; then discusses the challenges in assessing the influence and impact of IPRRI on and through PROGRESA/Oportunidades; and then presents the information sources used in this study to attempt to identify the influence and impact of IFPRI on PROGRESA/Oportunidades including interviews wit...

Social protection is an increasingly important part of the social policy dialogue in Africa, and yet because of its relatively new place in a rapidly evolving agenda, evidence on critical design choices such as targeting, and on impacts of social protection interventions, is mostly limited to case studies or small, unrepresentative surveys. This impressive collection makes a major contribution to building the evidence base, drawing on rigorous analysis of social protection programmes in several African countries, as well as original research and thinking on key topical issues in the social protection discourse. Social Protection for Africa’s Children is divided into four parts. The first p...

Uncertain Decisions

Uncertain Decisions: Bridging Theory and Experiments presents advanced directions of thinking on decision theory - in particular the more recent contributions on non-expected utility theory, fuzzy decision theory and case-based theory. This work also provides theoretical insights on measures of risk aversion and on new problems for general equilibrium analysis. It analyzes how the thinking that underlies the theories described above spills over into real decisions, and how the thinking that underlies these real decisions can explain the discrepancies between theoretical approaches and actual behavior. This work elaborates on how the most recent laboratory experiments have become an important source both for evaluating the leading theory of choice and decision, and for contributing to the formation of new models regarding the subject.
