Berdasarkan pengalaman dan informasi yang sering muncul di surat kabar dan media televisi bahwa banyak sekali pejabat-pejabat pemerintahan "tersandung" kasus korupsi, dimana mereka tidak tahu peraturan perundang-udangan. Ada dua jenis korupsi. Pertama, pejabat memang berniat untuk melakukan korupsi. Kedua, tindak pidana korupsi terjadi karena ketidakpahaman pejabat terhadap peraturan perundang-undangan. Penulisan buku ini merupakan upaya meningkatkan pemahaman bagi para pejabat yang terlibat kasus korupsi karena ketidak pahamanya terhadap peraturan. Buku ini ditulis oleh praktisi yang berpengalaman belasan tahun di bidang auditor dan sering diperbantukan pada Komisi Pemberantasan Korupsi (KPK). Buku yang ditulis dengan bahasa lugas dan dilengkapi ilustrasi, serta contoh kasus, menjadikan buku ini bacaan wajib yang sangat bermanfaat bagi pejabat instansi pemerintah. Penting bagi pejabat baik dari tingkat menteri, pengguna anggaran, kuasa pengguna anggaran, panitia pengadaan hingga panitia penerimaan, pengusaha, para penegak hukum, dan auditor. Masyarakat luas yang ingin berpartisipasi juga perlu menambah bekal pengetahuan yang matang dan luas melalui buku ini.
