Around the developing world, political leaders face a dilemma: the very information and communication technologies that boost economic fortunes also undermine power structures. Globally, one in ten internet users is a Muslim living in a populous Muslim community. In these countries, young people are developing political identities online, and digital technologies are helping civil society build systems of political communication independent of the state and beyond easy manipulation by cultural or religious elites. Studies of the media in Africa, incorporating both African and international perspectives, are few. The thirty papers collected here were presented at a seminar organised and hosted by the Kenya-based Twaweza Communications and the International African Institute in Nairobi in 2004. They demonstrate how media outlets are used to perpetuate, question or modify the unequal power relations between the North and the South. Focusing on east Africa, the papers include discussions of the construction of old and new social entities, as defined by class, gender, ethnicity, political and economic differences, wealth, poverty, cultural behaviour, language and religion. The authors illustrate how there is increasing control by local people of traditional and modern forms of media. The relationship between migration, development and remittances in Lesotho has been exhaustively studied for the period up to 1990. This was an era when the vast majority of migrants from Lesotho were young men working on the South African gold mines and over 50 percent of households had a migrant mineworker. Since 1990, patterns of migration to South Africa have changed dramatically. The reconfiguration of migration between the two countries has had a marked impact on remittance flows to Lesotho. The central question addressed in this report is how the change in patterns of migration from and within Lesotho since 1990 has impacted on remittance flows and usage.
